To empower grassroots community groups to reduce substance abuse among youth and families in Ulster County by providing support services to ensure that their strategies address local needs and preferences and employ programs that have been proven to work.

The Ulster Prevention Council
The Ulster Prevention Council, or UPC, is an initiative funded by the New York State Office of Alcoholism and Substance Abuse Services (OASAS). Ulster County Mental Health is the recipient of the funding as the Local Government Unit, subcontracting with Family Services to administer the grant.

UPC is actually a demonstration project; OASAS is investing in a paradigm to coordinate and professionalize substance abuse prevention services via a supportive body -- the Ulster Prevention Council Board. If successful, our strategy could become a model to replicate in other counties across New York State.


Our Goals

UPC began operations in early Spring of 2007 with three central goals:

  1. Identify, codify, coordinate, and support current prevention services offered in Ulster County.
  2. Improve the quality of prevention services by providing Evidence-Based Practices; extend the reach of prevention services throughout the county by facilitating/grooming grass roots community coalitions to achieve an appropriate level of readiness and professionalize their activities (if they so choose).
  3. Increase our understanding of substance abuse in Ulster County by performing and advocating for community assessment, especially in our school districts.
UPC has begun this effort by formulating a comprehensive work plan, time line, and logic model. Current community data from the NYS PRISM Report, Pride Youth Survey of 2006, and meetings with key informants helped to set our agenda for action. UPC is positioned well to work with Ulster communities in their commitment to provide our youth with a nurturing environment that fosters a healthy lifestyle.

The mission of UPC is to establish and support a comprehensive, integrated chemical dependency prevention strategy on a county-wide level. UPC will advise the Ulster County Legislature on prevention policy, including development of an integrated prevention plan, use of evidence- based prevention practices, community assessment, resource coordination, and program evaluation.

UPC's Board formed in the Fall of 2006 and represents key sectors of the community including criminal justice, local and county government, social services, business, mental health, youth services, school districts, higher education, Stop DWI, United Way, faith- based organizations, and substance abuse prevention/treatment agencies.ツᄒ The UPC Board all have a stake in advocating for prevention as well as the influence to facilitate improvement of the substance abuse prevention services offered in Ulster County. Specifically, UPC was created to offer both services for capacity-building and funding for the purchase of Evidence- Based Practices to Ulster grassroots community groups motivated to provide prevention services for their youth.
